A Severe Thunderstorm Watch is in effect for the Westchester, Putnam, Dutchess and Rockland counties until 9 p.m. Friday. A Flash Flood Watch is also in effect until 11 p.m. for Westchester and Rockland, where narrow bands of heavy showers could produce rainfall rates from 1 to 3 inches per hour as they move across the same area.
