SOMERS, N.Y. New York State Police on Friday established a DWI sobriety checkpoint on Route 35 in Somers leading to charges against a Ridgefield, Conn., man and a Katonah resident. Steven Smart, 42, of Ridgefield was charged with a misdemeanor DWI after refusing to take the chemical test, according to police.
