A 38-year-old Yonkers man was charged with rape Thursday following an incident at the Bedford Hills Correctional Facility. The New York State Police Bureau of Criminal investigation from the Somers barracks charged Ruben Garcia with two counts of rape in the third degree, a Class E felony.
